Navigating Residential Aged Care Costs: An Easy Guide to Fees and the RAD

Please note: The information in this guide is general in nature and is provided for educational purposes only. It does not constitute financial, legal, or taxation advice. Aged care fees, government subsidies, and contribution thresholds are set by the Australian Government and depend on individual assessments conducted by Services Australia. We recommend consulting Services Australia or an accredited aged care financial adviser before finalising care agreements.

Moving into a residential aged care home is a significant life milestone. While families want to focus on ensuring their loved one feels settled, comfortable, and well supported, navigating the financial arrangements can often feel daunting. Between acronyms like RAD and DAP, means assessments, and evolving government legislation, it is easy to feel confused by industry terms.

At Whiddon, we believe in open communication and complete transparency. While individual fees vary depending on personal financial circumstances and the specific room chosen, understanding the fundamentals helps you make informed, confident choices. Here is a straightforward guide to how aged care approvals, fees, accommodation payments, and government contributions work.

1. Getting Started: My Aged Care Approvals

Before moving into residential aged care, your loved one must complete a formal assessment coordinated through My Aged Care. Under Australia’s Single Assessment System, an independent aged care needs assessor evaluates an individual’s health, mobility, and day-to-day requirements to approve access to government-funded care.

Comparing Residential Care Approvals

Care Type Purpose Financial Structure
Residential Respite Care Short-term stays when a regular carer needs a break, is unwell, or to assist recovery after illness. Flat daily fee only. No accommodation deposit (RAD or DAP) is required.
Permanent Residential Care Ongoing accommodation with round-the-clock clinical and personal care. Covers daily living fees plus agreed room accommodation costs.

To begin, request an assessment via My Aged Care online, by calling 1800 200 422, or by visiting an Aged Care Specialist Officer (ACSO) at select Services Australia service centres. Because assessment wait times vary based on regional demand and clinical priority, arranging an assessment early ensures approvals are ready if care needs change unexpectedly.

2. Summary of Daily Living and Care Fees

Every resident contributes toward their daily living and care based on independent assessments:

Fee Category What It Covers Setting Authority & Calculation
Basic Daily Fee Everyday shared living costs: meals, cleaning, laundry, power, and climate control. Australian Government: set at 85% of the full single basic Age Pension.
Means-Tested Care Contributions Personal assistance, nursing support, and daily care services. Structured as a Non-Clinical Care Contribution (NCCC) and Hotelling Contribution (or a Means-Tested Care Fee for earlier agreements). Assessed independently by Services Australia or DVA based on income and assets. Protected by annual and lifetime caps.
Higher Everyday Living Fee (HELF) / Additional Services Optional lifestyle enhancements across our homes, such as dedicated drinks and entertainment packages. Agreed in writing between the resident and the provider on entry. These services are completely optional.

3. Understanding Accommodation Payments

Accommodation fees cover the private room or suite occupied in permanent residential care. To ensure providers charge the correct accommodation costs and comply with the Aged Care Act and Aged Care Rules, a Services Australia Estimated Fee Advice Letter is required before they can accept a Refundable Accommodation Deposit (RAD) payment.

Once assessed as eligible to pay for accommodation, families have 28 days from entry to choose their payment preference:

Illustrative example based on a Standard Room at Whiddon Beaudesert Star ($540,000 published RAD with an MPIR of 8.51%). Actual fees breakdown may differ depending on personal circumstances:

Payment Method How It Works & Key Rules Illustrative Example ($540,000 Room)
Refundable Accommodation Deposit (RAD) A lump-sum deposit paid upfront. Under current reforms, a regulated 2% annual retention applies for up to 5 years, with the remaining capital fully refunded upon departure, less any outstanding fees or agreed deductions. $540,000.00 upfront
($0.00 daily accommodation cost).
Daily Accommodation Payment (DAP) A rental-style payment charged daily, calculated by applying the government Maximum Permissible Interest Rate (MPIR) to the room price. Payments are non-refundable and indexed twice yearly on 20 March and 20 September. $0.00 deposit upfront
($124.72 per day)
Combination Payment A flexible split between a partial lump sum and a partial daily payment. Daily payments can also be drawn down directly from your paid deposit balance upon written request. $270,000.00 deposit
plus $62.36 per day

During the initial 28-day decision window, accommodation is billed via the daily payment (DAP) until your ongoing preference is confirmed.

4. What Happens to the RAD When Leaving Care?

Because a RAD is an accommodation deposit rather than a real estate purchase, repayment is strictly regulated. Under the Accommodation Payment Guarantee Scheme, the Australian Government fully protects your refundable deposit balance if an approved provider experiences insolvency.

Departure Circumstance Statutory Repayment Deadline Interest Obligations
Written notice of departure given Within 14 days of the residential care home receiving written notice of departure. Providers must pay interest at the legislated Base Interest Rate (BIR) if repayment exceeds the statutory 14-day window.
In the event of a resident passing away Within 14 days of receiving formal legal documentation (such as a grant of probate or letters of administration). Legislated interest at the Base Interest Rate (BIR) applies if the deposit balance is not settled within 14 days of receiving legal documentation.

Refunds reflect the starting balance less any agreed deductions: the legislated 2% annual retention (capped at five years), any optional daily fees drawn down from the deposit by written request, and outstanding care accounts. Existing agreements continue under their original terms and conditions.

5. Where to Access Independent Financial Advice

Residential aged care costs are assessed using both your income and assets. As this may include pensions, investments, and the family home, we recommend seeking independent financial advice to help you understand your options and make informed decisions based on your personal circumstances.
